Evil me
So DH said something about Puke wanting to use the laptop to work on her online courses. He told her she had to ask me since it's mine and I previously took her privileges away for hogging it. I decided that this would be a good way to show DH how generous I am cuz I know Puke will try to take advantage of my generosity. I told him that I would let her but she had to ask me. Rules are that it's to be used only for school, I will set it out in the mornings, and he will make sure it's back out when he gets home from work so I can put it up.
Now I know Puke actually wants it more for reasons other than school. She wants to Skype with her friends or chat online with them. Here's the evil me at work. I locked down permissions so tight she can't do much more than school work before getting an error message saying she can't access that. (DH knows it has limited access) Plus I get a report of where she goes and tries to access so if I missed locking something out I can make the change before the next time. We have a family computer she can use but it's out in a common area and there is no web camera so she can't freely do whatever she wants.
My prediction is that Puke won't be using the laptop very much since I have thwarted her plans. *evil grin*

Your 15 year old SD has about the same browsing rights as my 7 year old, school work only. Except Polly has her own laptop for it.
