OT-reporting schools for discrimination at the federal level

Does anyone here know where I can report a public school at the federal level for discrimination? They are actually discriminating children based on income level...sigh...

They have made a "local" law that states that the public schools MUST have a minimum of 70% low income students and 30% other...if the NON-LOW income are more than 30%, they MUST find another school to attend, including paying their own private school. This is a charter school paid with FEDERAL dollars...
