OT: suggestions on pad training a puppy.

I've always had dogs until the past 2 years. Always house broke, never used the pads. They always learned to go outside. DH talked me into a puppy in January and this little poop head will only go outside if the weather is perfect. If it rains she won't go, if it snows she won't go..
What do I do to flame her use pads?

I crate trained and it worked well. My boys don't like the rain or snow either but will go outside when needed.
