My mom did something like this, but instead of doing chores to get our stuff back we had to pay her for each item.

When my step-daughters would shed clothes or school items when they walked in the door and left them I would hide them. When they would lose 5 minutes in the morning already late for school it taught them the lesson. I rarely hid anything twice.
